The first comprehensive National Education Law in Somaliland since the re-birth of the independent state of Somaliland was promulgated with effect recently in August 2018. The Gazetted Law (in Somali) is available here: Xeerka Waxbarashada Qaranka Lr. 77/2018 and come into force on its signature by President on 25 August 2018. The Law consists of 138 Articles arranged onto 11 Parts and covers all levels of education from primary to tertiary education.
The first education law in Somaliland was the Education Ordinance of 1948 which consisted of 20 sections covering mainly primary and intermediate education. This was followed by various laws during the military regime. We will be covering here the various other regulations in Somaliland and aspects of current education policy.
The Minister of Education & Science issued on 30 November 2018, the first Somaliland Private Education Regulations- Xeer Nidaamiyaha Waxbarashada Gaarka ah (in Somali)(MoE/01/186/18) which gazetted on 2 February 2019.
